Ambiguity

In the introduction, the article says, "The ectodermal wall of which forms the rudiment of the nervous system."

That's not a complete sentence.

If the intended meaning were obvious, I would have rewritten it into proper English without making an issue, but since the subject is all unknown to me and the paragraph's intention is to define terms, I can't.
