Mexico City was partially removed with the explanation that it is not a state. This is true, however, it is the Federal District and acts similarly to a state in that it has its own government and has representation in both the Mexican Senate and Chamber of Deputies. I therefore believe it should be counted among the states for the purpose of this article, which agrees with it being listed in the article listing Mexican states by population. I am therefore restoring Mexico City to the table.
