In December, Major Colt was replaced as commandant by his Executive Officer Lieutenant Colonel Stephen Moore. [1][2]
Earlier in September, Colonel Benjamin Tracy had replaced the ailing Lt. Col. Eastman as commander of headquarters. Tracey had recently taken command of the 127th United States Colored Troops, who would be posted as camp guards.
