  • I'm just going to make a statement rather than move this myself: CheckUser cannot make a connection with IPs directly. Most cases that are allowed to be checked by someone with those tools involve more than one registered user. This case appears to me more like a behavioural case than an actual sockpuppetry case, and if I was a CheckUser/clerk (which I am not), I would decline a request.
For these reasons, I cannot request CheckUser. Despite this, I see this as more of a behavioural case rather than a sock case. The IPs aren't exactly in the same location. WHOIS gives me different locations across a single city-state, though it doesn't necessarily mean it's the same user making the actions. If they were actual users instead, it would be a case of meat-puppetry, but since they're IPs, this isn't the case. jd22292 (Jalen D. Folf) (talk) 04:21, 19 July 2017 (UTC)[reply]
Wikipedia's sock puppetry policy seems to consider "Circumventing policies or sanctions" and "Editing logged out to mislead" as a form of sock puppetry, and these are what I'm reporting the user for. The user performed 10 reverts over a 24 hour period (12 over 25 hours), has been warned multiple times for edit warring across his User and IP addresses, and has refused to engage with the other editors on the article's Talk page. 118.189.63.127 (talk) 18:40, 19 July 2017 (UTC)[reply]
