That IP address is not blocked, nor has it ever been blocked as an individual address. I thought it might be subject to a block on a range of IP addresses, so I checked the last 2000 entries in my block log, which took me back to March 2016. In that time I never made any IP address in the 116.58.x.x range, whether on an individual IP address or on a range. I wonder whether that may be the local address of your computer or local network, but the IP address that is reaching Wikipedia is the address of a proxy through which you are connecting: that is the only reason I can think of why you should come up with an address that is not blocked as your IP address while you are receiving a message from Wikipedia saying that your IP is blocked as a proxy. The message you see telling you that you can't edit should tell you the IP address that is reaching Wikipedia, and that is the one we need to know in order to consider your unblock request. Thanks for clarifying that. Free Basics is an open proxy. That is to say it is a publicly available way of connecting to the internet which, instead of passing your own IP address to the target host (in this case the Wikipedia servers) it passes on a Free Basics IP address. That has the effect of hiding your true IP address from us, whether that was your reason for using the proxy or not. The fact that it is not illegal is irrelevant, as it is a matter of Wikipedia policy, not law. Wikipedia's policy on open proxies says "To maintain project security, administrators reviewing blocks involving open proxies should not unblock the IP address or range in question unless they are sure that there is no longer a functioning open proxy at that location", but it is clear that there is a functioning open proxy at the IP addresses in question. Unless you can provide a convincing special reason why you should be given exemption, you will not be able to edit via Free Basics. I and many other wikipedians are enriching wiki using Free Basics, and we are not abusing it, not are we malicious users. So, there should be exception for Free Basics, like Tor.
