Emperor Norton

We are currently linking a reference to the character "The Emperor" to the historical figure Emperor Norton. Does Moore explicitly make this connection? The character is quite clearly referencing the person, but to my recollection (it has been a while since I read the first two and I am only now getting around to this one) they are associated by implication only.
