Would Delhi herald have been an English office of arms as the article states? Delhi Herald Pictures

I seem to recall an article from a Coat of Arms last year by Peter O'Donoghue that dealt with the Delhi Herald. It might have had a picture of Peyton in tabard which should be in the public domain.
