Closure and preservation efforts

In May 1993, most of the building's power was shut off when unpaid electrical bills reached $100,000.[2]

At the city's request, the building was purchased by Niagara Falls Redevelopment (NFR), a company owned by Edward and Howard Milstein.[3]
