Due to the fact that society most often links welfare recipients to the black race, the black population in turn became the target; blacks are also five times more likely to live in poverty, furthering the likelyhood that they would be supplied the device.

Unfortunately black birthrates to teen mothers are more than double compared to whites, further linking the black race to this form of population control. Although the intention was to decrease teen birth rates, Norplant does not protect against STDs.
