Digges was born on February 17, 1877 in [[Charles County, Maryland]] to John Thomas (Doctor of Medicine) and Catherine (Mitchell) Digges. He studied at [[Charlotte Hall Military Academy]], [[Maryland Agricultural College]] (1891-1893), and the University of Maryland (1902 graduate). Digges was admitted to the Maryland bar in 1902.
