Wikipedia is neither a democracy nor an anarchy. Wikipedia is a cluocracy. Disputes are resolved in favor of whoever offers the best reasoning – not in terms of rhetoric but in terms of their understanding[a] of the established policies and guidelines of Wikipedia and of knowing what works and what doesn't.

Some Wikipedia processes represent attempts to legislate Clue.
