Description

 Link to several major articles or lists within the scope of the proposed project.

Show the subject is big enough:

 Link to categories within the scope of the proposed project.  (See How to link to a category.)  Successful WikiProjects usually have thousands or tens of thousands of articles within their scope.  If there are fewer than 100 articles within the scope, then a separate WikiProject is inappropriate.  Try joining a bigger, existing group. 

Show that you are aware of related projects:

List of important pages and categories for this proposed group
List of WikiProjects currently on the talk pages of those articles
Please invite these and any other similar groups to join the discussion about this proposal. See Wikipedia:WikiProject_Council/Directory to find similar WikiProjects.
Why do you want to start a new group, instead of joining one of these existing groups?
The projects above have a larger scope than that of this proposed Project meaning that this project could better handle articles about local issues.
