The 2016–17 Eastern Counties Football League season is the 74th in the history of Eastern Counties Football League a football competition in England. Teams are divided into two divisions; the Premier and the First.
Premier Division
The Premier Division consists of 21 clubs.
The following 2 clubs left the Premier Division before the season -
- Norwich United – promoted to Isthmian League Division One North
- Whitton United – relegated to Division One
The following 3 clubs joined the Premier Division before the season -
- Ely City – promoted from Division One
- Great Yarmouth Town – promoted from Division One
- Wivenhoe Town – promoted from Division One

Promotion criteria
To be promoted at the end of the season a team must:
- Have applied to be considered for promotion by the end of November
- Pass a ground grading examination by the end of March
- Finish the season in a position higher than that of any other team also achieving criteria 1 and 2
- Finish the season in one of the top three positions[1]
Division One
Division One consists of 21 clubs.
The following 3 clubs left Division One before the season -
- Ely City – promoted to Premier Division
- Great Yarmouth Town – promoted from Division One
- Wivenhoe Town – promoted from Division One
The following 5 clubs joined Division One before the season -
- Coggeshall Town – promoted from Essex and Suffolk Border League Premier Division
- Framlingham Town – promoted from Suffolk and Ipswich League Senior Division
- Holland – promoted from Essex and Suffolk Border League Premier Division
- Whitton United – relegated from Premier Division
- Wisbech St Mary – promoted from Cambridgeshire County League Premier Division
