Richard Evert Björnson Tötterman (born. 10 October 1926[1]) is a Finnish diplomat, Licentiate in Law and PhD of Philosophy. He was Permanent Secretary of the President of Finland from 1966 to 1970, Secretary of State for Foreign Affairs from 1970 to 1975 and since then he served as Ambassador to London 1975[1]–1983[2] and Bern 1983–1990.[1][3][4]
