Isabel Carmelina Cruz Silva is a Mexican politician affiliated with the Institutional Revolutionary Party. As of 2014 she served as Deputy of the LIX Legislature of the Mexican Congress representing Oaxaca as replacement of Elpidio Concha.[1]
