James R. Mills (born June 6, 1927) is a former California state senator, serving as president pro tempore from 1970 to 1980. He left the state senate in 1980.

He authored legislation creating the San Diego trolley.[1]

He was chairman of the Metropolitan Transit Development Board (MTDB) from 1985 to 1994.[2]

The San Diego Metropolitan Transit System headquarters building is named after him.[3]
