Civilis is all that is known of the name of a vicarius of Roman Britain around AD 368. Dulcitius was appointed Dux Britanniarum at the same time under Count Theodosius' reforms.

Under Civilis' rule the last of the earlier invaders were driven out, possibly using troops under his own personal command, and a programme of civil restoration begun. The latter was probably Civilis' main responsibility.
