The Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities is a major international statement on open access / access to knowledge. It emerged in 2003 from a conference on open access hosted in Berlin by the Max Planck Society. Organizations that commit to implementing this definition of open access can sign on to the declaration. As of October 2007, more than 240 scientific organizations had signed the declaration.[1] By Open Access Week 2013, 451 organizations had signed the declaration.[2]
