I'm not sure what I should do. I'd like to add Thomas Jefferson High School, Federal Way, Washington to the list, but it's not an article yet, so it can't be put in a category. Different countries

I partially concur: Only create countries who have a large number. Many large school districts in the United States are starting IB programs so the number in the United States should grow quickly. To start off, I'd make a country if there are more than 2-3 dozen.
