Why not upload Japanese public domain photographs to Commons?[edit]

Hi! There is lot of pictures in this category uploaded by User:Mystia Lorelei that are in public domain (e.g. File:HIJMS Furutaka-1935.jpg) but Mystia Lorelei added a label "Do not copy this file to Wikimedia Commons" to them (with reason: Other reason). He is not responding on my question (this one was about US Military work but principle is the same). Any reason why not to copy public domain pictures to Commons? Uploader doesn't want to upload them to Commons but he's not copyright owner since the pictures are in Public Domain. Few of them were created after 1946 so I'm not sure if they are realy in public domain since I don't have any evidence that they were published before 1956 (e.g. File:IJA SB-102.jpg from 1947). --Sceadugenga (talk) 08:00, 10 May 2012 (UTC)[reply]
