"based in" or just "in"?[edit]

There's an inconsistent mixture of "organisations in" NZ and "organisations based in" NZ. Has there been other comment on that, or any attempt to move towards consistency? Robin Patterson (talk) 22:09, 21 June 2016 (UTC)[reply]
