Project-706 was the code-name for only the Kahuta project, which was never Pakistan's entire nuclear weapons program, but only one project where uranium hexafluoride gas was enriched through gas-centrifuges. Nuclear weapons development, civil, military and research reactor projects, and all nuclear fuel cycle projects were developed and run by the Pakistan Atomic Energy Commission under Mr. Munir Ahmad Khan, while the Kahuta project itself, although launched by PAEC was headed by Dr. A Q Khan, outside PAEC's control. Therefore, calling Project-706 as Pakistan's entire nuclear weapons development project is factually, technically and historically incorrect. The Islamic Bomb by Weismann and Krosney, clearly points out that Project-706 was the code-name for only the Kahuta project and not PAEC.
