DHA Valley, Islamabad

DHA Valley Islamabad is a housing project that was launched on August 18, 2008 by the Defence Housing Authority (DHA), Islamabad-Rawalpindi.[1] DHA Valley is located next to DHA Islamabad-Rawalpindi Phase II Extension on Islamabad Highway.[2]

Defence Housing Authority Islamabad-Rawalpindi, a subsidiary of Pakistan Army, is governed primarily by retired and serving officers of Pakistan Army. [3]

Project Details

The DHA Valley project is a joint venture between DHA Islamabad, Bahria Town, and Habib Rafiq. The plan includes a secure community with parks, utilities, commercial shopping, schools, mosques, and a hospital.[4] The project's master plan was designed by the California-based company OJMR Architects.[5] Habib Rafiq is responsible for the transportation infrastructure, while construction of DHA Homes[6] was awarded to the Turkish company AREA.[7] The master plan includes the following projects:

  • DHA Valley offers 5 marla (125 square yards) and 8 marla (200 square yards) residential plots for 650,000 Pakistani rupee and PKR 880,000 respectively, with a quarterly installment plan for Pakistani residents.[10]
  • DHA Valley Overseas offers 5 marla (125 square yards) and 8 marla (200 square yards) residential plots for $US 9,500 and $12,900 respectively, with a quarterly installment plan exclusive for overseas Pakistani residents.[10]
  • DHA Homes offers 5 marla (125 square yards) and 8 marla (200 square yards) residential plots with houses for PKR 2,299,000 and PKR 4,199,000 respectively, with a quarterly installment plan for overseas and Pakistani residents.[10]
  • DHA Commercial Avenue offers 4 Marla (100 Square Yards) and 8 Marla (200 Square Yards) commercial plots for PKR 2,000,000 and PKR 4,000,000 respectively, with a quarterly installment plan for Pakistani residents.[10]

DHA Expressway

The 6-lane DHA Expressway connects this project, the Islamabad Expressway,and the following major phases of DHA Islamabad:[11]

The project launched in November 2008 and all phases are scheduled to be complete by the end of 2014.

Controversies

  • Although Pakistani land law requires DHA purchase 85% of the land needed for the project, the company has currently[timeframe?] purchased 10% of the land.[citation needed]
  • Some parts of DHA-Extension (DHA Valley and Overseas Block) were planned for land which was previously allocated for a dam-construction project by civic agencies. This could force the DHA to surrender about 2,300 acres of land.[citation needed]
    • "While procuring land in the vicinity and planning to develop major housing scheme in the area, DHA Islamabad ignored the overall requirements of the Rawalpindi City and the planning of the government, despite requests from the civic agencies like the office of district Nazim, the district coordination officer and the Rawalpindi Development Authority," the Punjab government said in a report to the Supreme Court.[12]
    • The Punjab government has decided to recover the land in Kahuta and Kallar Syedaan Tehsils from the DHA-Bahria Town and Habib Rafiq, Ltd. for the construction of Dhadhocha Dam to meet the water needs of Rawalpindi and, to some extent, Islamabad. This land recovery could severely affect the project's master plan.[citation needed]
  • DHA officials have faced difficulties in obtaining land from local residents, which will impact the development progress of DHA Homes. Originally planned for the center of DHA Valley, DHA Homes may be relocated to its edge. The company responsible for construction of DHA homes has dropped the project from the list of its ongoing projects.[13]
      • The project seems to be a big fraud and Government is not taking any action. People invested their hard earned money but till now DHA has not started the possession of plots. DHA is not providing any update on the completion of this project.
