Charles Barugahare (born 1972) is a Ugandan Financial Advisor and a farmer.[1] He is the former University Secretary of Makerere University, Oldest University in Uganda. Currently, he is the Director of Retirement Life Hub[2] that is knowned for the 30-day Personal Finance Improvement Challenge.[3] He also serves as a Board Member of Kiira Motors Corporation,[4] a state enterprise aimed at commercialising the Kiira Electric Vehicle Project.[5]

Professional career[edit]

Before his appointment as the University Secretary of Makerere University in July 2015, he served as the Director of Internal Audit at the same institution from August 2009 to June 2015.[citation needed]

Charles also served under The Aids Support Organisation (TASO) as the Chief Internal Auditor (2005 to 2009), Senior /Internal Auditor (2003 to 2004) and Accountant/Administrator (2000 to 2002).[citation needed]

He worked as the Assistant Accounts Officer of Care International in Uganda from 1998 to 1999.[citation needed]

For the dedicated service and contribution to Makerere University and the country, Yoweri Kaguta Museveni, the President of the Republic of Uganda awarded Charles Barugahare a Golden Jubilee Medal on 1 May 2018.[6]

Graduation Gowns Affair[edit]

During the period he was away on a study leave in 2020, Team Uniform Ltd, a private firm procured to supply 13,500 gowns for the UGX.1.3 billion collected from the graduands of the 70th graduation only supplied 6,383 gowns.[7] This resulted into the Vice Chancellor, Prof. Barnabus Nawangwe suspending him from office, a decision that was overturned by the High Court.[8][9]
