Viktor Valkov (Bulgarian: Виктор Вълков) is a Bulgarian politician, an agent of the former State Security. As an MP in the 7th Grand National Assembly convened after the changes in 1989, participated in the drafting of the Constitution adopted on July 12, 1991 A longtime functionary of the regime's mouthpiece Bulgarian Agrarian National Union (BAP) in 1990 he became its chairman. Viktor Valkov was born in 1936 in Sofia. His father Georgi Valkov is among the leaders of the Bulgarian Agrarian National Union, sentenced to death and executed in 1942. His brother is the journalist Ivayla Valkova. In 1953 graduated from high school, and in 1959 - Mechanical and Electrical Institute in Sofia.

In 1990, Viktor Valkov was elected chairman of the Agrarian Union and participated in the drafting of the Constitution adopted on 12 July 1991 through Bulgarian presidential election, July-August 1990 is a presidential candidate but withdrew his candidacy after failing to get 2/3 vote in parliament. In December 1990 he became Deputy Prime Minister and Minister of Foreign Affairs in the coalition government of Dimitar Popov.
From 1993 to 1998 he was Ambassador in Turkey.
