About Dumped Clothing
Some dumped clothing on the street may be from so-called 'charity bags' - plastic bags posted thorough letterboxes by clothing recycling companies which claim to collect for good causes. This claim may not be untrue.
Bags are filled and left outside people's front doors for the company to collect. But they may be stolen and rummaged through for items for sale, or for personal use.
