English: Hermann Boehm (1884–1972) was a German Admiral General during World War II, commanding the German naval forces in occupied Norway until 1943. The portrait captures a moment during the "State Act" ceremony at Akershus Castle in Oslo on February 1, 1942, where Reichskommissar Josef Terboven installed Vidkun Quisling as Prime Minister of Norway, marking formal NS control. Despite Quisling's hopes for real power and peace, German supervision continued until liberation on May 8, 1945.

Hermann Boehm (1884–1972) var en tysk generaladmiral under andre verdenskrig. Han var sjef for de tyske sjøstridskreftene i det okkuperte Norge fram til 1943.

Portrettet er et utsnitt av et propagandabilde av de tyske og norske gjestene tatt under «Statsakten», en seremoni på Akershus slott i Oslo under andre verdenskrig 1. februar 1942 da rikskommissar Josef Terboven innsatte Vidkun Quisling, leder for Nasjonal Samling (NS), som «ministerpresident» i Norge, og de tyskkontrollerte kommissariske ministerne ble erstattet av «den nasjonale regjering» utgått fra NS. «Statsakten» markerte at Quisling fikk den formelle makta i Norge, og ved lov av 12. mars 1942 ble NS «statsbærende parti». Quisling hadde håp om at ordninga også skulle gi NS reell makt og føre til fred mellom Norge og Tyskland, men tysk tilsynsforvaltninga gjennom Reichskommissariat Norwegen fortsatte som før inntil frigjøringa 8. mai 1945.
