Purpose of use in article (WP:NFCC#8)	To support encyclopedic discussion of this work in this article. The illustration is specifically needed to support the following point(s): Show what visual style of the campaign (a photo-novella).
Not replaceable with free media because (WP:NFCC#1)	This cannot be replaced with a freely licensed version because no such versions appear to exist. The ad campaign is no longer running, so making new photographs of installations is not possible.
Minimal use (WP:NFCC#3)	This is a crop from the original source, containing two out of six of the original action frames, and excluding the other graphical items (i.e. city skyline). It covers approximately 25% of the original graphical area. The version I downloaded from the NIH website was itself a low-resolution version of the original artwork. DatBot has further reduced both the X-Y and depth resolutions.
Respect for commercial opportunities (WP:NFCC#2)	There was no commercial role for the original artwork; it was part of a public-service campaign by the New York City Department of Health.
