e pub-lic service ; the building of an effective navy ; the re-buke of political selfishness ; the prudent and moder-ate conduct of foreign affairs ; a v^dse conservatism inithe financial policy of the government. It was basedupon opposition to State socialism as it manifesteditself in everything from protection to pauperism ; tocombinations, whether they taKe the form of trustsor log-rolling appropriations through Congress; tothe dangerous and indefinite purchase of silver forcoinage by the government and to unnatural fear offoreign competition. In all these things Mr. Cleveland represented atonce the conservatism and the common sense of hiscountrymen. That he was able to carry out so manypositive policies, and to destroy or injure so many-dangerous tendencies, certainly entitle him to theconfidence he has received, and give warrant to thecountry that whatever fortune may still have in storefor him the people of a great nation will be the win-ners if he is again intrusted with power.
