m graspof the situation and is one of the strongest advocates ofreform by means of the throne. Another sensible states-man, M. Sotiropoulos, who was Premier for a shorttime in 1893, I saw carried to his grave the day thatMr. Gladstone died. Among other Greek public men the most remarkable isperhaps M. Constantine Karapanos, the member for Arta, and leader of a small following, who has made a largefortune, and lives in a palatial mansion off the Rue duStade. M. Karapanos is generally regarded as the firstliving authority on that mysterious subject Greek finance—which no human being, except M. Tricoupis and M.Streit, has ever thoroughly understood, while even M.Tricoupis could never explain it satisfactorily to any oneelse. M. Karapanos has succeeded so well in theconduct of his own business that his admirers hope thathe will one day be equally successful in conducting thatof the nation. He was the chief critic of M. TricoupisBudgets, and hulds views on the most recondite questions 298
Text Appearing After Image:
GENERAL SMOLENSKI.(Minister of War.) Travels and Politics of la haute finance. He is also an ardent archaeologist, and it was he who excavated the remains of Dodona in1876 at his own expense, subsequently publishing theresults of his labours in a quarto volume, entitled Dodoneet ses Rnines. Some critics assert that M. Karapanos ishandicapped by his large means in the race for politicalhonours—a charge which cannot be brought againstmany Greek statesmen. Although not a politician. General ConstantineSmolenski, the present Minister of War, is better knownto the world than any other Greek public man. Duringthe war, Constantine Smolenski was undoubtedly thehero of all Greece. The King promoted him by a royaldecree to the rank of Lieutenant-General in recogni-tion of his services, and the news was received withthe utmost satisfaction by a whole nation of admirers.Every shop-window in Athens contained a portrait of thepopular commander ; even the tailors and dressmakersincluded his picture
