Forest Hays, Jr. (born June 8, 1928) was an American politician in the state of Georgia.

Hays was born in Flintstone, Georgia and attended Chattanooga Valley High School in Tennessee. From 1946 to 1948 he was a seaman in the United States Navy. He then owned a business in Chattanooga in radio and television sales and service. He is a Baptist. Hays was elected to the Georgia House of Representatives in 1971 as a Democrat for the first district, serving until 1987.[1] He married Miriam Ann MacLean (née Wright) in 1951 and had two children.
