Joe Leonard Kiser (born August 20, 1933) is a Republican member of the North Carolina General Assembly representing the state's ninety-seventh House district, including constituents in Lincoln County.[1]

Kiser served a term as sheriff of Lincoln County before being elected to the legislature. He lives in Vale, North Carolina. Kiser is currently (2007-2008 session) serving in his seventh term in the state House and is the former House Republican Leader. He is not running for re-election in 2008.
