L. E. Emerson was the Dominion of Newfoundland's Commissioner of Defence from 1939 until 1945. Commissioner Emerson was responsible for organizing liaisons with the Canadian and American occupation forces during Newfoundland's "Friendly Invasion". He even travelled to London to attend negotiations for the Leased Bases Agreement, which granted the United States 99-year leases to military bases in Stephenville, Pleasantville, Goose Bay, Argentia etc.

Commissioner Emerson was also responsible for mustering the Newfoundland Regiment and organizing recruiting drives for colony's war effort.
