Paavo Lipponen's second cabinet was the 67th government of the Republic of Finland. The cabinet's time period was from April 15, 1999 to April 17, 2003. It was a Center-left majority government. However the Center-right National Coalition Party remained in the Cabinet.

The Green League left the government on May 31, 2002 in protest against the government deciding to build the country's fifth nuclear power plant.
