This is a list of characters of the 2001 Japanese tokusatsu series Kamen Rider Agito.

Misugi residents

Shouichi Tsugami

Shouichi Tsugami (津上 翔一, Tsugami Shōichi) is the series protagonist. He suffers amnesia and adopted the name addressed to on a letter found in his possession when he washed shore. He lives with the Misugi family and does all of the housework, cooking, laundry, gardening, etc. Using the Alter Ring (オルタリング, Oruta Ringu) belt, Shouichi can transform into Kamen Rider Agito (仮面ライダーアギト, Kamen Raidā Agito), an ancient and powerful warrior whose abilities are constantly evolving. As the series progressed, he discovers the reason behind his amnesia and that his real name is Tetsuya Sawaki. He has a Honda VTR1000F, which is turned into the Machine Tornador (マシントルネイダー, Mashin Toruneidā) when he transforms.

Shouichi Tsugami is portrayed by Toshiki Kashu (賀集 利樹, Kashū Toshiki).

Mana Kazaya

Mana Kazaya (風谷 真魚, Kazaya Mana) is the daughter of Nobuyuki Kazaya and niece of Yoshihiko Misugi with whom Shouichi lives with. It is revealed she also possesses the Agito Seed, as Tetsuya Sawaki awakened her powers and eventually asked her help to resurrect Ryo. She was named after mana by her father.

Mana Kazaya is portrayed by Rina Akiyama (秋山 莉奈, Akiyama Rina). As a child, she is portrayed by Satomi Tanimura (谷村 聡美, Tanimura Satomi).

Yoshihiko Misugi

Yoshihiko Misugi (美杉 義彦, Misugi Yoshihiko) is a professor of psychology at Jyohoku University. The man Shouichi lives with, as well as Ozawa's old college professor.

Yoshihiko Misugi is portrayed by Takeshi Masu (升 毅, Masu Takeshi).

Taichi Misugi

Taichi Misugi (美杉 太一, Misugi Taichi) is the son of Yoshihiko Misugi.

Taichi Misugi is portrayed by Tokimasa Tanabe (田辺 季正, Tanabe Tokimasa).

Metropolitan Police Department

Tokyo's Metropolitan Police Department previously fought the Gurongi Tribe during the events of Kamen Rider Kuuga. As a result, the police force develops various weapons based on the Unidentified Lifeform #4, Kuuga, to combat various unknown threats under the division of the "Squad of Anti-Unidentified Lifeforms" (SAUL).

Makoto Hikawa

Makoto Hikawa (氷川 誠, Hikawa Makoto) is the hero of the Akatsuki incident. While on routine patrol he saw a bright light in the middle of the sea and somehow managed to climb aboard the boat - the Akatsuki. He managed to rescue everyone on the ship except for one person. Due to his new hero status, Makoto Hikawa is chosen to by his superiors to don the G3 System and become the Kuuga-like Kamen Rider G3 (仮面ライダーG3, Kamen Raidā Jī Surī) as part of SAUL.

Hikawa took the G3 System on its first run during the Jaguar Lord case, resulting with a feral Agito damaging the suit. But overtime, while aiding Agito, Hikawa managed to piece up the nature of the Lords' victims while investigating the house of Professor Nobuyuki Kazaya and finding a link between the two cases. Later, after nearly getting himself killed stopping the fight between Agito and Gills, Hikawa gains the upgraded G3-X Suit built to fight the stronger Riders and Unknown. However, the perfection in the suit was the flaw as AI would momentarily takeover an impure wearer, as seen when the suit acted on Hikawa's deepest desires when it took control. After consulting her mentor, Ozawa installs a special inhibitor chip to regress the AI.

Hikawa later learns the identity of Agito as Shoichi, his shock making him refuse to accept it at first. Because the identity of Agito he admired was far away from what he expected. This caused Hikawa to be hesitant on meeting Shoichi. However, after the two combining their efforts to defeat Skelos Glaucus causing them to continue their usual relation. And Hikawa became more respecting of Shoichi. After Hōjō took over the G3 Unit with a reformed method of protecting the Unknown instead, Hikawa was transferred back to Kagaki. However, Hikawa could not leave just yet, so he and Ozawa took back the G3 Unit. Donning the G3-X one final time, Hikawa aids Agito and Gills in finishing off the Lords for good. By the next year, Hikawa leaves the G3 Unit and returns to being a normal officer of the law.

Makoto Hikawa is portrayed by Jun Kaname (要 潤, Kaname Jun).

Sumiko Ozawa

Sumiko Ozawa (小沢 澄子, Ozawa Sumiko) is the genius behind the G3 System. Her position within SAUL's G3 unit is the system's monitor engineer, which monitors the condition of the operator and the G3 suit during combat from the G-Trailer mobile command base. She was in constant rivalry with Tōru Hōjō. She is very glad when learning that Shoichi is Agito. In the series epilogue, she left the police force after the Overlord incident and moved to England to work at a university.

Sumiko Ozawa is portrayed by Touko Fujita (藤田 瞳子, Fujita Tōko).

Takahiro Omuro

Takahiro Omuro (尾室 隆弘, Omuro Takahiro) helps Ozawa at the G-Trailer mobile command base. Often the comic relief of the G3 team, he tends to be more immature than Hikawa and Ozawa, and is more carefree than the other two. In Kamen Rider Agito Special (A New Transformation) he became G3 Mild and gave his battery to Makoto Hikawa/Kamen Rider G3-X but had to give it up on being G3 Mild at the end because the project was dropped. In the series epilogue, he becomes squad leader of the G5 Unit.

Takahiro Omuro is portrayed by Akiyoshi Shibata (柴田 明良, Shibata Akiyoshi).

Tōru Hōjō

Tōru Hōjō (北條 透, Hōjō Tōru) is a fellow cop and Hikawa's rival, Hōjō's brilliant and talented in his profession as well as crafty and underhanded, such as his first attempt to capture Agito which nearly got him killed by Aki. He is also the creator of the Victory One System (V1), which was meant to rival the G3 System. Despite his attitude, he has respect for Hikawa; as well as admiration for Ozawa. After he give up on pursuing the G3 system, Hojo try to uncover the mysteries behind Kazaya Nobuyuki's murder, thus leading to uncover the culprit none other than Yukina, an Agito. This is making Hojo deduces that human that possess Agito power are more dangerous than Unknown, and able to convince the police superiors to reform G3 Unit based on what he found. But, in reality he just fears their power, much like the Lords and Overlord. However, after Hikawa and Ozawa took the G3 unit from him, he stands down and lets them take the unit. He is quite surprised to learn that the identity of Kamen Rider Agito is Souichi, Hikawa's friend and the same man who mastered the G3-X System. In the series epilogue, he meets Ozawa at a London university. Suggesting he has fallen in love with her and then rescinding this as a joke, they remain as oppositional as ever despite hard-won mutual respect.

Tōru Hōjō is portrayed by Jun Yamasaki (山崎 潤, Yamasaki Jun).

Ryō Ashihara

Ryō Ashihara (葦原 涼, Ashihara Ryō) used to be a star swimmer of Jyohoku University. His future as a swimmer almost came to an end after a near-fatal car accident. After he healed, he started swimming again, but he has undergone a metamorphosis, enabling him to transform into the feral Kamen Rider Gills (仮面ライダーギルス, Kamen Raidā Girusu), a flawed version of Agito. As a result, Ryō is forced to learn the truth behind his changes and his father's suicide by tracking down the other survivors of the Akatsuki with his father's black book, eventually meeting Aki and developing feelings for her. However, due to a misunderstanding of who killed Aki, Ryō becomes bent on killing Agito.

But attempting to meet another passenger of the Akatsuki named Masumi, Ryō was attacked by the psychic Sagara and left for dead. However, Ryō was found by Tetsuya Sawaki, who asked the Overlord to resurrect him like in the past. But when the Overlord refused, in fear of shortening his life more, Tetsuya attempted to have the newly awakened Mana Kazaya resurrect him instead. Because of Mana, Ryo discovered that his body chemistry was also altered, able to now accommodate his transformation. After fighting the Orca Lord, Ryō was found by Tetsuya, who reveals the Lords' fear and Ryō's genetic relation to Agito. Furthermore, he learned of Shouichi's identity as Agito and the truth behind Aki's death.

Eventually, Ryō was forced to fight Kaoru Kino, outmatched by the man's Agito form and forced to run upon being wounded. But Ryō is mysteriously suffering chest pain that would kill a normal person. Majima was unable to save Ryō on his own until Tetsuya arrived, allowing him to transfer his Agito Seed in Ryō. As a result, Ryō obtain the ability to become Exceed Gills (エクシードギルス, Ekushīdo Girusu). He used his new power to defeat Kino, diving after him. It was that act that reminded Kino of his intent to save lives, leading to his eventual sacrifice. After Kino's death and with the Lords nowhere to be found, Ryō befriended Risa Mishihara. However, he took her Overlord-induced death hard and attacked the El of the Ground, only to be defeated and left for dead. However, Gills arrived to aid Agito and G3-X to finish their fight with the Lords for good. In the epilogue, Ryō left town and is wandering the world.

Ryō Ashihara is portrayed by Yūsuke Tomoi (友井 雄亮, Tomoi Yūsuke).

Tetsuya Sawaki

Tetsuya Sawaki (沢木 哲也, Sawaki Tetsuya) is the real Shouichi Tsugami, a man resurrected by the Overlord due to his passive involvement in the death of the first Agito, Yukina Sawaki. In reality, he was romantically involved with Yukina and tried to stop her from committing suicide, but he ultimately allowed her to plummet to her death. Soon after, he also committed suicide as he could not stand the guilt over Yukina's death. However, the now-grown up Overlord resurrected him and gave him some of his power, enabling him to accelerate the Agito seed evolution. However, he turned his back on the Overlord as he realized the world needs more people who can become Agito. Tetsuya eventually managed to redeem himself by saving Kana, before the Overlord granted him his rest to view mankind's future alongside him.

Tetsuya Sawaki is portrayed by Atsushi Ogawa (小川 敦史, Ogawa Atsushi).

Akatsuki

The Akatsuki (あかつき号, Akatsuki-gō) is a ship in where the Overlord of Light's spirit mysteriously appeared to personally give the seed of Agito to the passengers aboard. After blessing them with the power, the ship was attacked by the El of the Water sent by the Overlord of Darkness, in fear his brother would grant the Agito seeds to the passengers. The El fought Tetsuya Sawaki as he awakened as the 2nd Agito, fighting him and ultimately throwing him in the ocean. While he'd been unable to defeat the El Lord, Agito had held him off long enough for a policeman named Makoto Hikawa to see a storm overcoming the Akatsuki boat and jump in the water to save possible survivors. He managed to save everyone but Tetsuya, who was declared "lost at sea". From that point on, the lives of the blessed passengers would suffer deep and particular changes as they cross paths throughout the series. Their "leader" is Kaoru Kino.

Kaoru Kino

Kaoru Kino (木野 薫, Kino Kaoru) is a surgical genius whose career was ruined in a mountain accident, which claimed the life of his brother. He was one of the passengers involved in the Akatsuki case. Sometime following the incident, he evolved into Another Agito (アナザーアギト, Anazā Agito), but became disillusioned with his new found power.

Kaoru Kino is portrayed by Takanori Kikuchi (菊池 隆則, Kikuchi Takanori).

Tomoko Miura

Age 29, Tomoko Miura (三浦 智子, Miura Tomoko) was among the passengers. Tomoko encounters Shouichi by accident, recognizing him as the young man she believed had died on the Akatsuki. She calls the Misugi residence to tell Shouichi to meet her tomorrow afternoon at East Park for the answers he seeks. But prior to their meeting, Tomoko was strangled to death by the Overlord himself. Overlord also revealed during conversation with Sawaki that during killing her, he feels an extreme heartache by killing his own child. Her death would cause the Overlord to retreat for a period of time to deal with this heartache.

Tomoko Miura is portrayed by Mahiro Morishita (森下 まひろ, Morishita Mahiro).

Saeko Shinohara

Tomoko's best friend, Saeko Shinohara (篠原 佐恵子, Shinohara Saeko) lives with her big brother, an archaeologist. After the Akatsuki incident, she was traumatized to the point of being unable to interact with anything. But when she hear of the false legend of Sandouko Lake, she began to scuba dive for relics of the Jomon era that tell of an ancient civilization which worshipped an ancient Agito. To keep Saeko in that state of mind, her brother dumped the relics she found into the lake. When her special ability began to surface, Equus Dies attacks her. But during the fight between Gills and Dies, Saeko gets her leg stuck to seaweed and drowns.

Saeko Shinohara is portrayed by Nana Nakamoto (中本 奈奈, Nakamoto Nana).

Aki Sakaki

Claiming to be a housekeeper sent by Professor Misugi, Aki Sakaki (榊 亜紀, Sakaki Aki) was sent by her fellow Akatsuki members to investigate Shouichi, eventually claiming herself to be his high school sweetheart when pressed to the way. She also encounters Ryō, to whom she denied being aboard the Akatsuki before forced to reveal the truth about it. However, before she could tell Ryō the full truth, having feelings for him, he was attacked by Hōjō and his group. Believing Ryō to be dead, Aki's powers begin to manifest as she makes her way to Masumi and have him print out everything on the Agito Capture Plan and going after those involved. But before that, she encounters Tetsuya who accelerated her power's evolution. As a result, she became corrupted by it and started to use her psychic powers to murder those involved in the Agito Capture Plan while evading the Jaguar Lords. While attempting to kill Hōjō, learning that Ryō was still alive, she was attacked by Pantheras Rubeo. Though she escaped him with aid from Gills, Aki is ambushed by Pantheras Magistra who snaps her neck. By the time Agito found her dead body, Ryō arrived at the scene and assumed Agito had murdered Aki, starting a series of heated battles until the two could finally make peace.

Aki Sakaki is portrayed by Masako Sakuma (佐久間 雅子, Sakuma Masako).

Katsuhiko Sagara

Katsuhiko Sagara (相良 克彦, Sagara Katsuhiko) was awaken by Tetsuya, possessing psychokinesis and regenerative powers. He managed to kill Gills. Attempted to trick Mana into believing she could not control her powers. However, Katsuhiko was murdered by Crustata Palleo.

Katsuhiko Sagara is portrayed by Takahiko Tatsuke (田付 貴彦, Tatsuke Takahiko).

Masumi Sekiya

Masumi Sekiya (関谷 真澄, Sekiya Masumi) is a cynical woman and one of the passengers involved in the Akatsuki incident, ending up serving as a host to the El of Water until he gathered enough energy to leave her body, depleting her of her life-energy as a result.

Masumi Sekiya is portrayed by Kami Hiraiwa (平岩 紙, Hiraiwa Kami).

Kōji Majima

Kōji Majima (真島 浩二, Majima Kōji) came from a line of doctors, befriended Mana and idolized Kino. When Ryo was injured after a fight with Another Agito, Koji was told by Tetsuya to give Ryō his Agito Seed in order to save his life. As he gave up his power, Ryo was not only completely healed, but was able to access Exceed Gills. He is the only surviving member of the Akatsuki by the end of the series.

Kōji Majima is portrayed by Yoshikazu Kotani (小谷 嘉一, Kotani Yoshikazu).

Jun Tachibana

Jun Tachibana (橘 純, Tachibana Jun) is Masumi's friend, murdered by her when she was under the El's influence.

Jun Tachibana is portrayed by Urara Tsushima (津嶋 麗, Tsushima Urara).

Masahide Takashima

Masahide Takashima (高島 雅英, Takashima Masahide) was the Akatsuki's captain. Later murdered by Masumi under the El's influence.

Masahide Takashima is portrayed by Shoji Maruoka (丸岡 奨詞, Maruoka Shōji).

Kazuo Ashihara

Kazuo Ashihara (葦原 和雄, Ashihara Kazuo) is Ryō's father. After the incident, although he was missing, he died of a mental breakdown at the station.

Kazuo Ashihara is portrayed by Junpei Takemoto (竹本 純平, Takemoto Junpei).

JGSDF GA Division

Shiro Mizuki

Shiro Mizuki (水城 史朗, Mizuki Shirō) is one of the military officers guarding the GA psychic educational facility when the Formica Pedes Lords attacked. He became one of the selected people to wore the Agito-like G4 System battle suit as Kamen Rider G4 (仮面ライダーG4, Kamen Raidā Jī Fō). Though he would survive the ordeal, he would be left a jaded man, his pride scarred. He began living as one who would embrace death as the means of becoming stronger. He would eventually volunteer as operator for the G4 suit and eventually clash with G3-X operator Hikawa, to put their ideals to the test on the battlefield. Despite his suit being an upgraded version of Hikawa, the more experienced Rider was able to defeat him in battle by removing his helmet. The G4 suit then began to malfunction, ultimately killing Mizuki. Beginning to move on its own, the suit attempted to rise again to continue the fight, forcing Hikawa to destroy it with the Scorpion. As G4, he's armed with the Gigant (ギガント, Giganto), a large missile launcher powerful enough to take out several Unknown in a single shot, as well as an improved version of G3's GM-01 Scorpion handgun. G4 could also be further enhanced by use of an esper linked to a system which would predict the flow of combat, enabling G4 to respond to its opponent's attacks long before they began to execute them.

Shiro Mizuki is portrayed by Karato Ryo (唐渡 亮, Karato Ryō).

Risa Fukami

From the JGSDF's GA division, assigned to the G3 Unit. Risa Fukami (深海 理沙, Fukami Risa) copies the data from Ozawa's computer relating to the G4. Once she got what she needed, she quits the G3 Unit and creates the G4 suit, intend on perfecting it so it can be mass-produced. She ended up being mauled to death by the Ant Lords while her creation was destroyed.

Risa Fukami is portrayed by Maju Ozawa (小沢 真珠, Ozawa Maju).

Unknown

Overlord

The Overlord (オーヴァーロード, Ōvārōdo) is the highest power among the Unknown (アンノウン, Annōn), and is referred to as the creator of the human race. Long ago, there existed twin entities; one being the embodiment of light while the other was embodiment of darkness. These twin 'brothers' co-existed in harmony for a time, eventually creating our world. However, neither could agree on who would reign over their creation and a battle for control took place. In the end, the Overlord of Darkness triumphed over his brother, the Overlord of Light. But with his dying breath, the Overlord of Light bestowed his essence — the power of Agito — upon humanity, with the hopes that one day they would evolve beyond his control. But the Overlord of Darkness refused to let this occur, taking it upon himself to personally eliminate the vessels of Agito, creating the Lords to kill all humans who possess the potential to evolve into Agito.

Though he died around the Pleistocene, the Overlord of Darkness left a puzzle that held a model of his very own DNA. Once the puzzle was solved, the Overlord's DNA was reconstructed from scratch. This allowed him to reform his physical body, starting off as an infant as he broke out of the containment box and escaped from the O-Parts lab. However, his birth was witnessed by Sakiko Mikumo, following her after he matured to an eight-year-old boy until she was killed by Anguis Femineus, whom the Overlord punished. Encountering Ryō as he was near death, the Overlord used his power to prolong his life, assuming his adult form as a result. After forced to take his leave after being nearly killed by a fear-driven Gills, the Overlord took it upon himself to personally murder Tomoko Miura, getting arrested and placed in a mental ward after he shut down from the burden of personally killing a human. As a result, the Overlord decided to watch from the sidelines as the Lords committed various supernatural murders on anyone reaching paranormal maturity, though he intervened once to give Agito's Tornador a power-boost. It would later result with Shouichi, along with Ryō and Makoto Hikawa, further complicating matters and interfering in his emissaries' work.

Before long, casualties mounted on both sides, with paranormals and Lords alike suffering loses. But the lost of the El of the Water opened the eyes of the Overlord to the reality that the vessels of Agito, Shouichi Tsugami, Ryō Ashihara, and Kaoru Kino had grown too powerful. To this end, he would see to it personally that all active Agito vessels were hunted down and stripped of their Seeds of Agito, rendered powerless. However, the Overlord realized he needs to kill the Riders in order to quell the Seeds he already absorbed. But with Hikawa's aid, Shouichi dealt a decisive blow to the Overlord that released the Seeds of Agito back to their rightful owners and forced the Overlord to retreat. However, that shock that even normal humans had grown strong enough to oppose his power convinced the Overlord that humanity was no longer worthy of existence, and so began orchestrating their extermination and start anew.

The Overlord would put his genocide of humanity into action: realigning the constellations of the Zodiac, ultimately killing off all of mankind in bizarre doppelgänger homicides starting with those born under Scorpio. To do this requires tremendous concentration, which would render him vulnerable. To this end, he creates the El of the Wind to be his bodyguard and the El of the Ground to continue killing those reaching paranormal maturity. But the Riders make one final stand and with the El Lords destroyed, the Overlord attempts to retreat but is wounded by Agito Shining Form's Shining Rider Kick. The Overlord survived the attack and has a conversation with Tetsuya Sawaki before the latter died, the latter's words convincing him that while he created mankind, the Overlord did not truly understand them. After which, he hints that he decides to postpone his plans and observe how humans will use their own gifts and whether or not they are worth of existing.

The Overlord is portrayed by Rei Haneo (羽緒 レイ, Haneo Rei). As a baby and child, he is portrayed by Yuuki Yagi (八木 優希, Yagi Yūki), Ryunosuke Kamiki (神木 隆之介, Kamiki Ryūnosuke), and Takafumi Anai (穴井 隆文, Anai Takafumi).

Lords

The Lords are a group of powerful disciples serving under the Overlord, who created them from his body to protect humanity's Linto (リント, Rinto) ancestors from the Gurongi Tribe. To differ them from the Gurongi's designation as Unidentified Lifeforms, the police department refer the Lords as "Unknown".

All Lords are human-like with the head of the animal whose tribe they belong to. All of them have a wing-shaped protuberance sticking out of their shoulders. The Lords target survivors of the Akatsuki incident as they and other humans possess a form of psychic power that mark them as having the potential to become Agito. The reason for this is that Lords protect humanity, but do not think they require the power of Agito as it would only corrupt them. When they murder that certain type of person, they commit a ritual by using their hands, saying that they want permission to sin. At the same time, a halo would appear over their heads. Every one of them had their unique way of murdering, for example: leaving the corpse in a tree, dissolving the human, drying the human into death, changing the human into sand, pulling the human in the ground, dragging the human into the air and dropping them, vaporizing, etc. Killing a normal human is considered a taboo with a penalty of death, though there are exceptions if the human in question committed murder. When a Lord is killed, the halo normally materializes over their heads before they explode.

El Lord

Under the Overlord exists three very powerful Lords, known as the El Lords (エルロード, Eru Rōdo). They normally reside with their master's body until summoned, possessing the ability of speech.

  • El of the Water (水のエル, Mizu no Eru, 33-35, 41-43): A whale-themed Lord and the strongest of the sea-based Lords, he uses a forked spear named the Resentment Du Sanga (怨磋のドゥ・サンガ, Ensa no Du Sanga) as his weapon, along with telekinesis and regeneration. The Lord responsible for the Akatsuki Incident, "killing" Sawaki when he awakened as the 2nd Agito. The El of Water allowed the others aboard to live until they undergo the evolution to Agito, entering the body of Masumi Sekiya to ensure they never tell anyone of what had occurred. He eventually awakened, using Masumi to kill for him until he found the Overlord who gave him the power needed to leave his host, killing her in the process. Using Orcinus to stall Agito, the El arrived to personally finish the job and kill Shouichi, who was intimidated by the El. However Ryō intervened and got Shouichi out of harm's way. The El of Water later encountered G3-X, yet spared him after sensing Hikawa's zero potential of becoming an Agito himself. The El Lord was eventually defeated by Agito Burning Form's Burning Bomber, returning to the Overlord's body to recuperate and undergo an evolution of his own. By the time he completed the changes, the Overlord sent the El of the Water after the Agitos. In his new Strengthened Form (強化体, Kyōkatai), the El of the Water possess the Hateful Bardiche (怨念のバルディッシュ, On'nen no Barudisshu) and heighten psychic power. He managed to overpower the Riders, taking out Agito while fighting the others and winning. But once Shouichi awaken with his memories restored, he battles the El in Burning Form after G3-X was injured. Soon enough, the tables turned and the El was wounded by Exceed Gills's Exceed Heel Claw and Another Agito's Assault Kick before Agito assumes Shining Form lands the deathblow with Shining Rider Kick. The El of Water was unable to return to the Overlord's body in time and was reduced to a puddle of water to his creator's shock. Voiced by Kiyoyuki Yanada (梁田 清之, Yanada Kiyoyuki).
  • El of the Wind (風のエル, Kaze no Eru, 47-51): A hawk-themed Lord and the strongest of the air-based Lords. Created by the Overlord to ensure no one intervene while he is channeling his power, the El of the Wind uses a longbow named the Merciful Kamtha (憐憫のカマサ, Renbin no Kamasa) to fire arrows at his victims, causing them to disappear with only their clothes remaining. The El of the Wind fought Gills after killing off a witness to the Overlord's trance, overpowering him in even Exceed Gills and Agito Burning Form with little trouble. He later aided the El of the Ground in defeating Agito Shining Form but before the two Lords could kill him, G3-X and then Exceed Gills arrived to even the playing field. He fought Exceed Gills and G3-X before being wounded by the GX Launcher and killed by Exceed Gills's Exceed Heel Claw. Voiced by Kujira (くじら).
  • El of the Ground (地のエル, Chi no Eru, 49-51): A lion-themed Lord and the strongest of the land-based Lords, he was created by the Overlord to continue the Lords' task to slaughter those with the potential to become Agito. He wields a sword named the Piousiful Quanda (敬虔のカンダ, Keiken no Kanda). He was able to turn people into dust with his sand and borrow underground. This El holds considerable strength as apparent from his first encounter with Gills, who engaged him in battle for the death of Risa. He was even able to outmatch Agito, despite switching into his Ground and Burning Forms. However, he was no match for Agito Shining Form, whom mortally wounded him with his Shining Clash attack. The El was then renergized and strengthened by the Overlord, added by the El Lord of Wind to defeat Agito. However, Gills and G3-X soon arrived to even the odds, taking on the El of the Wind. The El of the Earth was quickly outmatched by Shining Agito and destroyed by Agito Shining Form's Shining Rider Kick. Voiced by Kenta Miyake (三宅 健太, Miyake Kenta).

Jaguar Lord

The Jaguar Lords (ジャガーロード, Jagā Rōdo) are Unknowns based on big cats of the Panthera genus. They killed their victims with a snap of the neck before leaving the corpse on a tree.

  • Pantheras Luteus (パンテラス・ルテウス, Panterasu Ruteusu, 1): A leopard Unknown and the first of the Unknowns, possessing a red scarf around his neck. He targeted the entire Saeki family, killing them one by one. Hikawa encountered the Lord after he killed the wife, sparing him as he was not his target. Hikawa took instand pursuit in G3 gear, overpowered by Luteus until Agito arrived and destroyed the Lord with his Ground Form's Rider Kick. Voiced by Jin Yamanoi (山野井 仁, Yamanoi Jin).
  • Pantheras Albus (パンテラス・アルビュス, Panterasu Arubyusu, 1 & 2): This snow leopard Unknown witnesses Luteus' death by Agito, possessing a blue scarf around his neck and used the Hubris Bow (傲慢の弓, Gōman no Yumi) and arrow. He and Tristis sabotage the counter before Albus murdered a young-woman Minako Tsujiguchi, thus targeting her twin sister and their mother. A skeptical Hōjō uses the sister to flush out the killer, meeting Albus at Wakabadai Park. He was going to kill Hōjō for his interference until G3 arrived, putting up a good fight until Tristis came to assist. the two Pantheras overpowered G3 until Agito arrives. Albus battled G3 until he was destroyed by Agito Ground Form's Rider Kick. Voiced by Jin Yamanoi.
  • Pantheras Tristis (パンテラス・トリスティス, Panterasu Torisutisu, 1 & 2): This black panther Unknown witnesses Luteus' death by Agito, possessing a yellow scarf around his neck and used the Covetousness Spear (貪欲の槍, Donyoku no Yari). He and Albus sabotage the counter, with Tristis lying low until Albus was being beaten by G3. Though the two overpowered G3, Agito arrived and Tristis was destroyed by Agito Storm Form's Halberd Spin. Voiced by Jin Yamanoi.
  • Pantheras Cyaneus (パンテラス・キュアネウス, Panterasu Kyuaneusu, 20): A cyan subordinate of Pantheras Magistra armed with the Avariceful Sword (強欲の剣, Gōyoku no Tsurugi). He goes after Aki, only to be telekinetically strangled as she escapes him while Shouichi arrives and battles him as Agito Flame Form, impaling him with his Saber Slash. Voiced by Shigenori Sōya (宗矢 樹頼, Sōya Shigenori).
  • Pantheras Rubeo (パンテラス・ルベオー, Panterasu Rubeō, 20-21): A red subordinate of Pantheras Magistra armed with two Avariceful Swords. He attacks Aki while she goes after Hōjō, only to be telekinetically impaled with his sword before she runs off. He later finds her, but is halted by Gills who kills him with his Gills Heel Claw. Voiced by Shigenori Sōya.
  • Pantheras Magistra (パンテラス・マギストラ, Panterasu Magisutora, 20-21): The Queen Jaguar Lord, armed with a staff named the Oracle Staff (神託の杖, Shintaku no Tsue). Though she command her two minions to kill Aki, she finishes the job herself and snaps the girl's neck as Shouichi arrive. After a heated battle, Agito uses a delayed Rider Kick to kill Magistra. Voiced by Hiromi Nishikawa (西川 宏美, Nishikawa Hiromi).

Tortoise Lord

The Tortoise Lords (トータスロード, Tōtasu Rōdo) are able to swim through the ground like fish in water, their method of killing is to pull the human in the ground, burying them alive with no sign of the soil disturbed in the process.

  • Testudo Oceanus (テストゥード・オケアヌス, Tesutūdo Okeanusu, 3 & 4): A sea turtle Unknown wearing silver armor and a turquoise scarf, Oceanus was responsible for indirectly revealing to Hikawa the nature of the Lords' victims. He made his move again at Yamato Park, with Shouichi sensing the Lord. Oceanus manages to beat Shouichi until he transforms into Agito before Mana's eyes, but his armored shell made him immune to Agito Ground Form's Rider Kick in the first fight before retracting. However, with helping Terrestris in fighting G3, Agito drags Oceanus off to a disclose area with the second Rider Kick causing the monster's armored body to crack before he explodes.
  • Testudo Terrestris (テストゥード・テレストリス, Tesutūdo Teresutorisu, 3 & 4): A gopher tortoise Unknown wearing golden armor and a green scarf, Terrestris comes to aid Oceanus during his fight with Agito. He escaped Agito and later resurfaces to kill an entire family in Ōme City. He then proceeds to attack a little girl a while later, only to be halted by a police officer and then by G3 before Agito arrives. He was destroyed when G3 uses his GG-02 Salamander on him, with a delayed reaction to the attack.

Snake Lord

The Snake Lords (スネークロード, Sunēku Rōdo) are able to move as blurring speeds at short distances, wind gusts to the normal eye, their method of killing is teleporting the victim several feet into the air, letting gravity do the work for them.

  • Anguis Masculus (アングィス・マスクルス, Angwisu Masukurusu, 5 & 6): A cobra Unknown armed with a ceremonial staff named the Judgment Staff (審判の杖, Shinpan no Tsue), his killing of Hisao Katahira attracted the police's attention. He later targeted Mayumi Katahira, with Hikawa stopping him until Agito arrives. Masculus was overpowered by Agito's Ground and Storm Forms until Femineus arrives and cover their escape. Masculus later tried to kill Mayumi again, accidentally completing Ryō's change. When Masculus attempted to kill Mayumi a 3rd time, he evoked the wrath of Ryō when he assumes the form of Gills to fight him. While Gills is not full powered at first, allowing Masculus to easily overpower him, Gills fully matures and proceeds to completely overpower the Lord. After pummeling Masculus into submission, Gills brutally kills the Lord with Gills Heel Claw. Voiced by Hiroyuki Shibamoto (柴本 浩行, Shibamoto Hiroyuki).
  • Anguis Femineus (アングィス・フェミネウス, Angwisu Femineusu, 5 & 6): Gorgon-like in appearance and armed with a whip named the Evil-Eyed Whip (邪眼の鞭, Jagan no Muchi). She arrives to aid Masculus on the Overlord's approval, overpowering Agito and covering their escape. Femineus later battles Agito and G3, forced to retreat after being disarmed by Agito Storm Form. Later, after being denied the Overlord's aid in healing her, a rage-filled Femineus murdered Sakiko Mikumo to spite, with the Overlord telekinetically forcing Femineus to kill herself for breaking the taboo of taking the life of a normal human. She returned in the Hyper Battle special, only to be destroyed by Agito Flame Form's Double Saber Slash. Voiced by Mako Hyōdō (兵藤 まこ, Hyōdō Mako).

Crow Lord

The Crow Lords (クロウロード, Kurō Rōdo) are able to move as fast as jet planes in the air, they use aerial-themed deaths from fatal divebomb charges to dragging a human into the air and dropping him.

  • Corvus Croccio (コルウス・クロッキオ, Korūsu Kurokkio, 7-8): After killing four people already in his hunt, Croccio was encountered by Agito Ground Form. But Croccio was able to counter Agito's kick with his flying abilities, overpowering Agito and leaving him for dead and killing his fifth victim. Even with the G3 Unit, the police failed to keep Croccio from his sixth victim. But by the seventh victim, Agito arrives to battle the Lord once again. Croccio lures Agito to an ideal setting to have an advantage. However, the fight resulted with Agito assuming Flame Form and using his Saber Slash to destroy the Lord, using the Lord's flying speed to trick him into being slice him in half down the middle. Voiced by Katsumi Shiono (塩野 勝美, Shiono Katsumi).
  • Corvus Luscus (コルウス・ルスクス, Korūsu Rusukusu, 26 & 27): Armed with a saber named the Corpsey Katana (屍の刀, Shikabane no Katana), he attempted to kill Sagara and Masumi, but was intercepted by Gills. Luscus managed to retreat when Gills was unable to continue the fight. He later arrived to aid Intonsus in fighting Agito Flame Form, being the one to evoke's Agito Trinity Form. Though he escaped in their first fight, Luscus reaapeared to kill Sagara after he killed Ryō, but was intercepted by Agito and killed by Agito Trinity Form's Rider Shoot. Voiced by Yoshimasa Chida (千田 義正, Chida Yoshimasa).
  • Corvus Intonsus (コルウス・イントンスス, Korūsu Intonsusu, 26): The Queen Crow Lord, armed with a spear named the Jet Black Spear (漆黒の槍, Shikkoku no Yari). She attempted to kill Sagara before he was fully awaken, only to be forced to battle Agito Flame Form until Luscus came to her aid, though she ended up being the first to be destroyed by Agito Trinity Form's Fire Storm Attack. Voiced by Chizu Yonemoto (米本 千珠, Yonemoto Chizu).
  • Corvus Calvus (コルウス・カルウス, Korūsu Karūsu, 27): Used a scythe named the Skeletal Scythe (骸の鎌, Mukuro no Kama). Chased after Sagara, but was unable to kill him due to his awaken powers. He aided Luscus, only to be killed by Agito Trinity Form's Fire Storm Attack. Voiced by Yoshimasa Chida.
  • Corvus Canosus (コルウス・カノッスス, Korūsu Kanossusu, 35 & 36): She almost killed a woman were it not for Ryō and Kino getting her to the hospital in time. Canosus later attacked another girl, but was halted by Gills. Agito arrives to help, weakening the Lord for Gills to deliver the deathblow with his Gills Heel Claw. Voiced by Touko Fujita.

Zebra Lord

The Zebra Lords (ゼブラロード, Zebura Rōdo) use a form of rapid decay as their killing mechanism, using it on normal humans who interfere. Voiced by Hiroyuki Shibamoto.

  • Equus Noctis (エクウス・ノクティス, Ekūsu Nokutisu, 11 & 12): A black-skinned Unknown with red mane and cape, his killing attracts the attention of the police. Noctis later attacks a woman baring the unbon child of his previous victim that Hikawa manages to save her by luring the Unknown away while fighting for his own life. But Hōjō arrives in the G3 and battles the Lord in vain until Agito shows up. With Dies' assistance, Noctis escapes and later to finish the job. But Agito intervenes and kills Noctis with his Rider Kick.
  • Equus Dies (エクウス・ディエス, Ekūsu Diesu, 11 & 12): A white-skinned Unknown with blue mane and cape, he arrives to aid Noctis in fighting Agito and escaping him. Dies later attacks Saeko Shinohara, only to be destroyed by Gills's Gills Heel Claw.

Jackal Lord

The Jackal Lords (ジャッカルロード, Jakkaru Rōdo) are able to move at fast speeds, they use their talent to kill people by servering an artery at the neck, giving the illusion of a kamaitachi.

  • Skelos Falx (スケロス・ファルクス, Sukerosu Farukusu, 15-17): Armed with a scythe named the Convictional Scythe (断罪の大鎌, Danzai no Ōgama), after killing three brothers, Falx targeted Aki only to be driven off by Gills. After evading Gills on a second try, Falx crosses paths with Agito who assumes Flame Form and uses the Lord's speed against him with his Saber Slash, cutting Falx right down the middle. Falx reappears in the Hyper Battle special, destroyed by G3-X using his GG-02 Salamader. Voiced by Yoshimasa Chida.
  • Skelos Glaucus (スケロス・グラウクス, Sukerosu Guraukusu, 40): Armed with sickles named the Atonementing Korambi (贖罪のコラムビ, Shokuzai no Koramubi). He was attacking the police for interfering in his hunt when G3-X intervened with Agito arriving to aid him. Though Glaucus escaped, Agito & G3-X pursued and used teamwork to defeat the Lord with Agito having G3-X on the Machine Tornador while firing his GX-05 Cerberus at the Lord. Voiced by Hiroyuki Shibamoto.

Bee Lord

The Bee Lords (ビーロード, Bī Rōdo) using their method of killing is grabbing a person and use a form of matter transference to bury the victim alive in a honey comb wall.

  • Apis Vespa (アピス・ウェスパ, Apisu Wesupa, 22): A wasp Unknown armed with a rapier named the Purgatorial Needle (煉獄の針, Rengoku no Hari). He was destroyed by Agito Storm Form's Halberd Spin. Voiced by Katsumi Shiono.
  • Apis Mellitus (アピス・メリトゥス, Apisu Meritusu, 22 & 23): A honey bee Unknown armed with a rapier named the Purgatorial Needle. She fought Agito in both Storm and Flame Forms before retreating, losing one of her antenna in the process. As a result, the wounded Mellitus begins to attack random people without discrimination if they are her ideal targets or normal humans, momentarily drove away by Hōjō in the V1 suit. Mellitus resumes in Ōta Ward, where she is intercepted by Agito. She battled Agito until G3-X arrived and took out his GX-05 Cerberus, blasting her to bits. Voiced by Yumi Takada (高田 由美, Takada Yumi).

Stingray Lord

The Stingray Lords (スティングレイロード, Sutingurei Rōdo) are using their method of killing is having a person fall to his/her death via matter transference. Voiced by Katsumi Shiono.

  • Potamotrigon Cucullus (ポタモトリゴン・ククルス, Potamotorigon Kukurusu, 24 & 25): A green-skinned sawfish Unknown armed with a double-bladed sword named the Wrathful Mallet (憤怒の杵, Fun'nu no Sho), Cucullus' actions caught the police's attention, who attempted to fight him when it went after another victim. But Cucullus was intercepted by Shouichi in the G3-X suit, destroyed by the GX-05 Cerberus.
  • Potamotrigon Cassis (ポタモトリゴン・カッシス, Potamotorigon Kasshisu, 25): A manta ray Unknown with blue skin and hook-like tendrils he can use as weapons, Cassis witnessed the death of Cucullus. When Cassis made his move, he was intercepted by Agito before he could kill his victim. Cassis defeated Agito, but was pursued by Hikawa in the modified G3-X suit and blasted to bits by the GX-05 Cerberus.

Fish Lord

The Fish Lords (フィッシュロード, Fisshu Rōdo) are using their method of killing is giving their victim a death that seems to look like Diver's Sickness.

  • Piscis Arapaima (ピスキス・アラパイマ, Pisukisu Arapaima, 29): Carries a trident named Neptune's Fork (海神の叉, Kaijin no Sa). His first victim was the Mirage Bar's owner, Minoru Sano also known as Isamu Takagi of the Phantom Thief brothers. As a result, Arapaima was also after Isamu's younger brother/partner, Akira Takagi, who was three days away from taking advantage of the statute of limitations to get the loot he and his brother stole seven years ago. After Akira was finally arrested, Arapaima attacked, forced to fight Agito and G3-X, knocked in midair by Agito Ground Form's Rider Kick so he can be blown up by the GX Launcher. Voiced by Katsumi Shiono.
  • Piscis Serratus (ピスキス・セラトゥス, Pisukisu Seratusu, 35 & 36): This piranha Unknown attempts to kill Majima, but was stopped by Gills. Serratus was able to overpower Gills, but fell to Another Agito's Assault Kick. Voiced by Hiroyuki Shibamoto.

Lizard Lord

The Lizard Lords (リザードロード, Rizādo Rōdo) using their method of killing is using an acid mist to suffocate the victim, with the lifeless body dissolving into foam. Voiced by Masaharu Satō (佐藤 正治, Satō Masaharu).

  • Stellio Dextera (ステリオ・デクストラ, Suterio Dekusutora, 37): Wearing a red scarf, he fell into an ambush by Hōjō as part of his plan to finally capture Agito. Dextera was halted by police fire until Agito arrived, fighting him until Sinistra came to his aid. However, Dextera was destroyed by Agito Shining Form's Shining Clash.
  • Stellio Sinistra (ステリオ・シニストラ, Suterio Shinisutora, 37-39): Wore a blue scarf and used a lance named the Dragon King's Trident (竜神のトライデント, Ryūjin no Toraidento). Appeared to aid Dextera in fighting Agito, retreating after Dextera was destroyed. Sinistra was eventually destroyed by G3-X's using GA-04 Antares and GX-05 Cerberus.

Ant Lord

The Ant Lords (アントロード, Anto Rōdo) are exclusive to the movie, their method of death is spraying a suffocation-induced liquid in their victim's face. The AntLords are a rarity, due to being able to override the Lords' taboo and kill even normal humans.

  • Formica Pedes (フォルミカ・ペデス, Forumika Pedesu): Army ant drones used by the stronger Ant Lords, a pack of them appeared to kill the children at a psychic school. By the time G3-X arrived, the staff had been killed off. He battled one of the pawns, killing him with the GX-05 Cerberus. The Pedes resurface two months later, attacking those who pass the ESP Quiz. The first one was one killed by Gills's Gills Heel Claw when he attempted to kill Rei Motoki. Agito and G3-X were forced to fight the Pedes until G4 arrived, destoring them with his Gigant. The entire Pedes army soon found their way to the GA base upon sensing Mana's power, with numbers of them killed by Agito, Gills, G3-X, and G4. The surviving members were last seen mauling Risa Fukami. Voiced by Rider Chips, Kunihiko Yasui (安井 邦彦, Yasui Kunihiko), Yuuki Anai (穴井 勇輝, Anai Yūki), and Katsumi Shiono.
  • Formica Eques (フォルミカ・エクエス, Forumika Ekuesu): The commander of Pedes, armed with a scythe, he led the Pedes in fighting Agito and G3-X until G4 arrived. He later reappears at GA Base, aiding his Regia in fighting Agito Burning Form. But Gills, despite seemingly out of the fight after the loss of his arm, regenerates and transforms into Exceed Gills and attacks Eques, holding him in the air with his Gills Stingers before killing him with an Exceed Heel Claw to the gut. Voiced by Hiroyuki Shibamoto.
  • Formica Regia (フォルミカ・レギア, Forumika Regia): The Queen Ant Lord, armed with a trident named the Hellish Glaive (黄泉の鐙, Yomi no Tō). She leads the pawns and soldier into the base, over-powering Gills by ripping his arm off as he collapses from shock. She battled Agito, only to be killed by him with Shining Form's Shining Rider Kick. Voiced by Hiromi Tsuru (鶴 ひろみ, Tsuru Hiromi).

Other Lords

  • Mollipes Octipes (モリペス・オクティペス, Moripesu Okutisu, 9-10): An Octopus Lord (オクトパスロード, Okutopasu Rōdo), he emerges from a watery portal with his method of killing being to artificially drown people. After killing his first victim, Octipes is intercepted by Hōjō in the G3 suit, who almost killed the victim's son. He was reduced to sludge by the GG-02 Salamander. However, the remnants of Octipes found a small body of water to enter and reform into a new Octipes with immunities to G3's arsenal. When Hōjō arrives to intercept him, Octipes easily overpowers him and Hōjō discards the G3 suit and runs for his life. By then, Agito takes over the fight, killing Octipes for good with his Rider Kick. Voiced by Yoshimasa Chida.
  • Leiurus Acutia (レイウルス・アクティア, Reiurusu Akutia, 13-14): A Scorpion Lord (スコーピオンロード, Sukōpion Rōdo), his method of killing is using his stinger/ponytail to inflict a liquid metallic poison on the victim on the neck, with a delayed effect that overtime kills the person, in the fashion of fatal freeze burn, within 24 hours. Armed with an ax named the Infernal Ax (冥府の斧, Meifu no Ono) and Darklord's Shield (冥王の盾, Meiō no Tate), which is hard. When Acutia goes where Mana, Agito covers her escape while assuming his Flame form. However, Acutia succeeds in poisoning Shouichi when his Rider Kick had no effect of the Darklord's Shield, with G3 arriving to save him and Mana. When Acutia attempts to finish the job the next day, Agito breaks through Acutia's defense with his Rider Break, killing him and neutralizing the poison in himself. Voiced by Shigenori Sōya.
  • Hydrozoa Ignio (ヒドロゾア・イグニオ, Hidorozoa Igunio, 18-19): A Hydrozoa Lord (ハイドロゾアロード, Haidorozoa Rōdo) whose method of killing is to conjure a bolt of lightning to strike down a human, causing the victim to die of spontaneous human combustion. Though his targets were originally any human with latent psychic abilities, when Ryuji Tsukasa arrives during his fight with Agito and G3, the Overlord has Ignio speak that "Humans shall not kill other humans", running off while hinting Tsukasa's actions. Resuming his attack the next day, Ignio is destroyed by Agito Storm Form's Halberd Spin. He reappears in the Hyper Battle Special, only to be destroyed by Gills's Gills Hell Stab. Voiced by Masaharu Satō.
  • Echinus Famelicare (エキヌス・ファメリカーレ, Ekinusu Famerikāre, 28): A Sea Urchin Lord (シーアーチンロード, Shī Āchin Rōdo), his method of killing is using saliva on people, making it appear that they had died of starvation. He could also throw urchin-shaped grenades named the Abyssal Caltrops (深淵の菱, Shin'en no Hishi). Famelicare was responsible for killing a man while he was driving with his wife, the crash killing her in the process. He then targeted their only son Kazuki Asano, thought Agito briefly interfered and fought him in Storm and Ground Forms, eventually escaping Agito's attack. When Famelicare attempted again to kill the boy, Ryō battled the Lord as Gills, killing the Lord with his Gills Heel Claw. Voiced by Jin Yamanoi.
  • Crustata Palleo (クルスタータ・パレオ, Kurusutāta Pareo, 30-31): A Crab Lord (クラブロード, Kurabu Rōdo), armed with the Deceitful Claw (欺瞞の爪, Giman no Tsume). First appeared to kill Sagara, only to be knocked out by his psychic power. Paalleo later attempted to get revenge during the fireworks rally while Sagara was using his power to force Mana to distance herself for humans, only to be halted by Agito. He managed to defeat Agito and G3-X singlehandy. Palleo almost succeeded in killing Masumi, only to be halted by Orcinus. Palleo later managed to mortally injure Sagara, but was halted by Agito's Storm Form. But Storm Form's attack was unable to affect him at first until he his Halberd Break to kill the Lord. Voiced by Ryōichi Tanaka (田中 亮一, Tanaka Ryōichi).
  • Cetos Orcinus (ケトス・オルキヌス, Ketosu Orukinusu, 31-33): A Orca Lord (オルカロード, Oruka Rōdo). Armed with a sword named the Fateful Flamberge (因果のフランベルジェ, Inga no Furanberuje). He first appeared to halt Palleo from harming Masumi, as he was a follower of the El of Water. Once partially awakened, the El orders him to kill Majima and Mana. But Orcinus is intercepted by Agito, but managed to overpower him. However, Orcinus was halted by Gills arriving after his revival. The Lord attempted to retreat, but had to fight both Gills and G3-X until he managed to retreat. Orcinus then attempted to kill Shouichi, forcing him to fight the Lord as Agito with Ryō present. The fight ended with Agito Ground Form's Rider Kick destroying the Lord. Voiced by Toshihide Tsuchiya (土屋 利秀, Tsuchiya Toshihide).
  • Propheta Cruentus (プロフェタ・クルエントゥス, Purofeta Kuruentusu, 34): A Mantis Lord (マンティスロード, Mantisu Rōdo), he uses twin swords named the Shameful Curved Swords (慙愧の呉鈎, Zanki no Gokō) as his weapons. Cruentus attempted to kill Majima, but Gills interverned and battled the Lord until the El of the Water arrived to exterminate Gills. Cruentus later attempts to kill Majima, only for G3-X to intervene this time. Cruentus soon goes to attack Gills directly, with G3-X interfering until the El of the Water evened the odds. However, Shouichi arrived with a renewed sense of courage, assuming Burning Form as a result. With his newfound powers, Agito obliterated Cruentus with Burning Rider Punch. Voiced by Toshihide Tsuchiya.
  • Scarabaeus Fortis (スカラベウス・フォルティス, Sukarabeusu Forutisu, TVSP): A Beetle Lord (ビートルロード, Bītoru Rōdo) who uses a mace named the Justified Raging Morgenstern (義憤のモルゲンステルン, Gifun no Morugensuterun) and shield named the Ignorance Hoplon (無明のホプロン, Mumyō no Hopuron), his method of killing to shoot a needle from his horn at his victim in the neck, turning them to ash. His first victim was Susumu Murano, targeting the younger brother and the bodyguard assigned to him. He was intercepted by G3-X, overpowering both him and Agito before retreating. He later resurfaces and battles Agito Burning Form, forced to retreat. When the Lord resurfaces, he defeats G3-Mild and overpowers G3-X until Omuro regains consciousness installs his suit's battery to fully reenergize G3-X. Gills and Agito join the fight then, with Agito assuming Burning Form to battle the Lord. The three Riders were no match for the Lord until Agito assumes Shining Form for the first time, killing the Lord with his Shining Clash. Voiced by Shigenori Sōya.
  • Volucris Ulucus (ウォルクリス・ウルクス, Worukurisu Urukusu, 43 & 44): A Owl Lord (オウルロード, Ōru Rōdo), the method of killing is cracking the skulls of their victims. He briefly fought Another Agito until the Overlord arrived and forced him to retreat. The Overlord later sent Ulucus after Another Agito, holding him at bay until his master arrived. Destroyed by Agito Ground Form's Rider Punch. Voiced by Keikō Sakai (酒井 敬幸, Sakai Keikō).
  • Volucris Falco (ウォルクリス・ファルコ, Worukurisu Faruko, 44-46): A Falcon Lord (ファルコンロード, Farukon Rōdo), the method of killing is the same as Ulucus. Created by the Overlord to aid the Ulucus in fight/pursue Gills. The Lord was later sent after Agito to hold him at bay until his master arrived. Falco later attempted to kill the powerless riders on his master's order. With Hōjō's aid, G3-X killed the Falco with his GX-05 Cerberus. However, Falco managed to damage Kino with a fatal headbutt to the stomach. Leading to his death. Voiced by Toshihide Tsuchiya.
  • Ericius Liquor (エリキウス・リクォール, Erikiusu Rikwōru, 45 & 46): A Hedgehog Lord (ヘッジホッグロード, Hejjihoggu Rōdo), he carried a sword named the Hellfired Ram-Dao (業火のラム・ダオ, Gōka no Ramu Dao) and used his quills as needles to turn whoever they hit into water. He about to kill Mana when Ryō intervened. Though his quill hit Shouichi by mistake, it was removed before the wound killed Shouichi while Liquor aided Falco in pursuing Mana and Ryō. Liquor overpowered G3-X until Shouichi and gang arrived, eventually regaining the Agito power. Liqur fall to an Assault Kick/Gills Heel Claw/Rider Kick combo attack. Voiced by Hitoshi Horimoto (堀本 等, Horimoto Hitoshi).

Others

Yukina Sawaki

Yukina Sawaki (沢木 雪菜, Sawaki Yukina) is a young psychic woman who committed suicide after discovering she was becoming the very first Agito. She was involved in a paranormal research conducted by Professor Kazaya at Jyohoku University. These experiments results were severe traumas on her which led her to kill Kazaya unconsciously. She left behind a younger brother, Tetsuya Sawaki, who would later become Kamen Rider Agito.

Yukina Sawaki is portrayed by Ayumi Kasama (笠間 あゆみ, Kasama Ayumi).

Sakiko Mikumo

Sakiko Mikumo (三雲 咲子, Mikumo Sakiko) is in charge of the O-Parts Research Department, her group researched the items from old long lost civilizations. By chance, she and her group found the puzzle that held the Overlord's DNA and unlocked it. With no idea of its nature, she had the 30,000 old DNA synthesized, resulting with the Overlord of Darkness being reborn as well as the division being disbanded upon his escape. However, because the Overlord followed her, Mikumo was murdered by Anguis Femineus. As killing a regular human is considered a taboo among the Unknown, Anguis Femineus was controlled to commit suicide by the Overlord himself after that.

Sakiko Mikumo is portrayed by Ryoko Takizawa (滝沢 涼子, Takizawa Ryōko).

Ryuji Tsukasa

Ryuji Tsukasa (司 龍二, Tsukasa Ryūji) is a member of the police force who was Hōjō's senior partner, taking a bullet meant for him in the past that resulted in his hospitalization while his sister was murdered. Arriving to review the G3 Squad's abilities, he questioned their theories while dragging their name down the mud as a cover to kill Hisashi Hanamura, the man who murdered his sister Saori for breaking off their wedding and never being convicted of it due to lack of proof. Succeeding to make Hanamura's death look like the work of an Unknown with a tight alibi, Tsukasa confessed after Hōjō tore it down and turned himself in.

Ryuji Tsukasa is portrayed by Masaki Terasoma (寺杣 昌紀, Terasoma Masaki). Terasoma was also known as the voice of Shadow Moon from the Kamen Rider Black series, as well as the voice of Kintaros from Kamen Rider Den-O.

Azuma Kunieda

Azuma Kunieda (国枝 東, Kunieda Azuma) is a psychologist and Misugi's friend who nursed Shouichi back to health after he washed ashore. Sometime after, Kuneida would place him in the care of Yoshihiko Misugi.

Azuma Kunieda is portrayed by Masaki Kyomoto (京本 政樹, Kyōmoto Masaki).

Kana Okamura

Kana Okamura (岡村 可奈, Okamura Kana) is a part-time chef, but was unable to cook properly and was fired until Shouichi helped her out. Her father was a chef, a victim of an Unknown attack, thus she herself is an Agito close to awakening. Fearful of this when it occurred, Kana attempted to kill herself, but Shouichi and Tetsuya managed to detain it and give her a reason to continue living.

Kana Okamura is portrayed by Eriko Moriwaki (森脇 英理子, Moriwaki Eriko).

Risa Mizuhara

Risa Mizuhara (水原 リサ, Mizuhara Risa) was a young runner for her high school team, but was hurt and ostracized by her former friends. Taking the identity of the Scorpion, Risa raced recklessly to forget her past. Though Ryō helped her, Risa was killed as the result of the Overlord's genocide of those born under the Scorpio sign.

Risa Mizuhara is portrayed by Mina Mizuki (水稀 未那, Mizuki Mina).

Nobuyuki Kazaya

Nobuyuki Kazaya (風谷 伸幸, Kazaya Nobuyuki) is Mana's father and Misugi's brother-in-law. He is also Yukina and Tetsuya's college professor. Dead prior to the series beginning, he is always depicted in Mana's flashbacks as a loving father, warning her not to tell anyone about her supernatural powers. However, he is actually a very ambitious man, desiring to prove to his stepbrother that he could create a super-human. Obsessed with Yukina's supernatural powers, he conducts a series of experiments on her with Sawaki's aid. This eventually leads to his accidental death by the hands of Yukina. Ironically, his death was on the same day as Mana's birthday.

Nobuyuki Kazaya is portrayed by Tōru Nakane (中根 徹, Nakane Tōru).

Sayaka Kahara

Sayaka Kahara (加原 紗綾香, Kahara Sayaka) is a young lady with the psychic ability of clairvoyance. She came from a wealthy family and lived relatively well until she was orphaned during a car crash, which killed all but Sayaka herself. She inducted into the research study at the GA psychic educational facility as a candidate psychic for the G4 project.

Sayaka Kahara is portrayed by Akane Kimura (木村 茜, Kimura Akane).

Rei Motoki

Rei Motoki (本木 レイ, Motoki Rei) is a young boy gifted with psychic ability. He, like most children in the GA Psychic Facility, was orphaned at a young age.

Rei Motoki is portrayed by Rikiya Otaka (大高 力也, Ōtaka Rikiya).
