The current editnotice mentions: "[[User:{{PAGENAME}}]]". The User: here is redundant, as it is already covered in the Title Blacklist:
Category:User:.* <errmsg=titleblacklist-personal-category>

If you just put [[{{PAGENAME}}]], the links will work fine. Otherwise, the page says:

You appear to be trying to create a category for User:User:Example. (with a redlink, most likely)

instead of:

You appear to be trying to create a category for User:Example.
