Moncef Cheikhrouhou, full name Mohamed Moncef Cheikhrouhou, born November 2, 1945, in Sfax, is a Tunisian economist. He is a researcher and affiliate professor of managerial economics and international finance at HEC Paris (France).

His areas of interest concern the economic, financial and strategic implications of the rapprochements between the European Union and its neighboring emerging economies. He pays particular attention to the role played by international financial institutions in the development of relations between Europe, the Mediterranean and Africa.

During his career, Cheikhrouhou was a teacher in various institutes and universities around the world until 1981, vice-president of the municipality of Carthage from 1981 to 1987, founder and director of investment banks, founder of financial and economic institutions in Tunisia and China, member of the United Nations Economic and Social Council, director of publications for the family press group Dar Assabah and member of the constituent assembly.
