Rho1 Cephei1 Cephei), also known as 28 Cep, HR 1989, HD 213798 is an optical double star located in the constellation Cepheus. The other component is Rho2 Cephei, which is actually more prominent.

Rho1 Cephei is an A3V star with an apparent visual magnitude of +5.83, and absolute magnitude of +1.85. It is located 62 pc from the Sun.

Rho1 Cephei is located at Right Ascension 22h 29m 52.98s and Declination +78deg 49 arcmin 27.42 arcsec.
