According to http://cal1.cn.huc.edu/searching/fullbrowser.html , this letterform has usage in representing Aramaic, at least the Syriac variety, specifically the letterform ܧ , which apparently has no Hebrew equivalent/vocalization, and is distinct from ܦ (Roman: p) which is represented in Hebrew as פא.
