"--In 1988, there were reports claiming that a 10,000 man airborne division was transported to Tibet in less than 48 hours."

From 1985 to 1992, all PLAAF airborne divisions were reduced to 4000-man brigades. How could there be an 10000-man airborne division in 1988?
