It seems that in 1999, the 'berlusconian' GIL allied with CpM and PSOE to elect Mustafa Aberchán for Mayor-President (according to Aberchan's page, which makes 14/25 seats). However, his tenure lasted only one year, after which he was replaced by PP's Juan José Imbroda, I suppose with the U-turn of one of Aberchan's coalition members.
