So which court is now the highest?

For example if https://climatecasechart.com/non-us-case/yesil-artvin-dernegi-and-others-v-presidency-of-the-republic-of-turkiye-ministry-of-environment-urbanization-and-climate-change-and-energy-market-regulatory-authority/ appealed to the Court of Cassation and that court ruled against them would they then have to appeal to the Constitutional court before they could appeal to the ECHR?
