Jasig & Sakai Merge

Since the two foundations have been merged, I think there should be a single article dealing with the merged foundation - within it, the history of Jasig, taken from the article about it, about Sakai, which currently is specified in the article dealing with the software made by them, and about Apereo since the merge.
