Prohibition in England

The article says "In England, the founding of the College of Arms was accompanied by a prohibition on the use of assumed arms." What is the nature of the prohibition? Is it a criminal offence to use assumed arms, and if so is someone guilty of this offence actually likely to be prosecuted?
