the EU will allow a future trade agreement to be linked to the payment of the divorce bill?
[edit]The sentence does not seam so obvious: will allow + to be linked.
- What does it mean?
- Is there any source to support that claim?
I assume it means that without a previously agreed divorce bill, it will be harder (or not possible) to agree a future trade deal agreement?
