1909 Construction / Harvey Ellis

The Harvey Ellis Wikipedia page attributes the design of this building to Ellis https://en.wikipedia.org/wiki/Harvey_Ellis . So does the National Military Heritage Museum, which currently occupies the building: http://nationalmilitaryheritagemuseum.net/about-us/ . Also, both of these sources give 1890 as the year that the Central Police Station was built.

What is the source of the attribution to Eckel? And what is the source for the construction year of 1909?
