genes dont bind DNA!

At it's best, this is terribly written. It's misleading and much of the information is wrong. Someone should just copy out of a text and cite it....

Clarification

If a cis-acting element need only be contained on the same chromasome, does it then follow that the lacI gene product, the lac repressor protein, is also cis acting? I only ask because this conflicts with information in my Biochemistry 6th ed.
