Is this another formulation of IIA?
[edit]As I was reading I realized, this seems to be the apportionment equivalent of independence of irrelevant alternatives! Or at least, it's closely-related. In other words, if a party joins the election, it should not affect the apportionments of other states, except by taking seats for itself. Is this correct?
