Foreign territories?
[edit]Clicking through a bunch of these I noticed that the infoboxes of many (not most, maybe about every 1 in 3) constituencies have an "other territory" line under their list of districts, listing a country (including partially-recognized ones) with an assumably-significant Russian expatriate population. A long and incomplete but illustrative list:
- Arkhangelsk constituency: Uzbekistan (Tashkent-3)
- Barnaul constituency: Australia, Azerbaijan, China (including Taiwan), Portugal, United Arab Emirates
- Bratsk constituency: Algeria, Argentina, Brazil and Suriname, Croatia, Cyprus, Denmark, India, Iraq, Jordan, Lebanon, Mexico and Belize, Montenegro, Morocco, Republic of Korea, Serbia, Slovakia, South Africa and Lesotho, Thailand, Venezuela, Dominican Republic and Haiti, Vietnam
- Cheboksary constituency: Belarus (Minsk-3)
- Cherepovets constituency: Germany (Berlin-2)
- Chita constituency: South Ossetia
- Ivanovo constituency: Canada, Turkmenistan
- Kaluga constituency: Germany (Frankfurt-1)
- Kamensk-Uralsky constituency: Belarus (Brest-1), Ukraine (Kyiv)
- Khovrino constituency: United States (San Francisco-2)

- Medvedkovo constituency: United States (New York-1)
- Nevinnomyssk constituency: Estonia (Tallinn-1)
- Nizhny Novgorod constituency: All foreign countries not assigned to other constituencies (98 total)
- Nizhny Tagil constituency: Ukraine (Lviv, Odessa)
- Obninsk constituency: Germany (Frankfurt-2), Israel (Haifa-2)
- Pavlovsk constituency: Abkhazia (Sukhum-2), Bulgaria (Sofia-3)
- Pravoberezhny constituency: Moldova (Chișinău-5)
- Preobrazhensky constituency: United States (Seattle, Houston)
- Shchyolkovo constituency: Bulgaria (Sofia-2), Baikonur [but isn't Baikonur technically an exclave and thus not foreign?]
- Slavgorod constituency: Cuba, Egypt, Ireland, Japan, Mongolia, Netherlands, New Zealand, Norway, Samoa, Sweden, Switzerland, Syria, Tonga, Turkey
- Tikhoretsk constituency: Estonia (Narva–3)

The assignment of foreign territories to constituencies seems random and arbitrary (which is in itself somewhat interesting – but I doubt proper representation of the voter was really any concern, given how gerrymandered these constituencies are anyway), and this article doesn't mention them at all: when did this system come about? Has it always been arbitrary? Do Russians living outside Russia even vote, or even know they have a "representative" based in the provinves? Annexed territories: Duma representation?
