Permanent Residency

From the article, it stated that "The requirements to attain Brunei citizenship include passing tests in Malay culture, customs, and language. Stateless permanent residents of Brunei are given International Certificates of Identity, which allow them to travel overseas. The majority of Brunei's Chinese are permanent residents, and many are stateless."

In most other countries, the permanent residency holders are given as much privilege as a citizen. However, Brunei does not e.g. permanent residents are not allowed to own land. To become a citizen of Brunei, one must be a permanent resident of Brunei. Being born in Brunei does not give one the privilege of being a permanent resident, much less a citizen. It is much simpler to get citizenship simply by marrying a Bruneian although it applies only to a foreign woman marrying a Bruneian man.
